Research and Baseline
The Research and Baseline Surveys unit of Green Horizon was established to assist our client
institutions and organizations that wish to embark on reform and improvement initiatives to do the
right things first by documenting their baselines and regularly carry out monitoring and evaluation
studies and surveys. Without this it would be difficult for them to reliably assess their success or
otherwise, and determine if they are making any progress.
Examples of surveys conducted by Green Horizon are:
- Baseline of Justice Institutions in Kano and Jigawa States for the Justice Reform Commission/Team in the two States, funded by the Security, Justice and Growth Programme (SJG), a DFID funded programme.
- Justice Indicators for Jigawa Courts (for Annual Performance Review of the Jigawa State Judiciary)
- Assessment of the Informal Justice Systems in Jigawa State (inception stage), for the DFID-BC Justice for all programme
- Impact Measurement on the Capacity Building of Traditional Rulers in Dutse and Sakwaya Districts of Dutse Emirate Council, supported by Justice for All Programme
- Evaluation of the Jigawa Community Law Centres (performance of nine Centres), funded by the Jigawa State Justice Sector Reform Team
- Pre-treatment survey of legal aid needs in Kaduna State for the Legal Aid Council of Nigeria under the World Bank funded project
- Mapping of Indigenous Systems of Justice, Reconciliation and Healing in Borno, Yobe and Adamawa States, funded by Managing Conflicts in Nigeria (MCN), BC-EU programme
